Background
Doc is the only child of a Geisha from Okinawa, the once prestigious title has become little more than a glorified prostitute for those who had a fetish for old Japanese culture. As it happened that was still in rather high demand, especially when wealthy executives from other countries came into town on business. One such executive took a fancy with Doc's mother, after a long and slightly abusive weekend the executive of Tsunami Inc. became Doc's father. Doc never met his father and his mother certainly never saw the North American executive ever again. His mother raised him as best he could, but unable to get another job to support them she was forced to remain a Geisha as she did her best to raise her child. As a consequence Doc spent most of his time learning on the streets or the other people in the large, run down apartment complex he grew up in. The time he spent watching his mother attempt to make ends meet, not to mention meeting a large number of executives there only to take advantage of his mother he soon grew a substantial hatred for his father, corporations, and just about all foreigners. To make things worse for Doc, as he attended school it was soon learned his father was an American, which would bring about added ridicule. He soon learned to hide this fact about his father whenever he could.
Despite the difficulties Doc graduated with reasonably high marks from school, though throughout his teens he'd started to work with the OLA against the JIS which he also had grown to dislike. Throughout his teen years and after graduation he became an active member of the OLA serving as a combat medic for the guerrilla forces that did the actual fighting. He worked alongside the OLA for several years before a large fight in the streets went bad, the OLA forces were overcome and Doc, who was called in for medical support was overtaken with them. Doc was injured and taken captive by the Tsunami Inc. mercenary forces that did most of the military work on the island of Okinawa. Doc was held captive by the Tsunami Corp. for almost a full year before he was able to escape with the help of several other OLA survivors. While the successful escape was a blessing he was unable to stay in Okinawa with the JIS looking for him so harshly, so he traveled onto the main islands, eventually settling in Kyoto. In Kyoto he was forced to make a living anyway he could, he eventually found a fit in one of the larger gangs, a gang of organ-leggers. His on the fly medical practices allowed for them to operate more easily in the field without having to bring their victims back to a shop. Doc did not relish his work, nor did he like his companions but he had few other options and they paid well. Ridiculously well, after only 6 months with the organ-leggers he was able to bring his mom over from Okinawa and support her to live in Kyoto. However, it was only a matter of time before the money was not enough to keep him happy as he grew to despise the gang he was in. He started working as a double agent for other gangs in the city, this was his first exposure to the Yakuza, though his work was always anonymous. Eventually his double agent work came back to bite him, one of his own raids was blown up by a rival gang which drew the attention of Lonestar. The organ-leggers were not a loyal group and they left Doc to be picked up, once again he was taken in by the authorities, this time they were slightly less cruel as he was more willing to cooperate. He ended up spending a couple years in jail in Kyoto.
After the JIS withdrew from The California Free State the man that had been in charge was not so willing to give up his power, General Saito retained his grasp on The San Francisco Bay Area for some time after. Meanwhile CalFree was looking for ways to reclaim the city state from General Saito without provoking a violent war between the residents of San Francisco and the always hostile Oakland. Even after General Saito was removed from power in the area, the remnants of Japanese control posed serious problems for the CalFree government. Not only were the residents of The Bay Area heavily ingrained into JIS culture and lifestyle, the criminal organization and world was totally controlled by the Yakuza and the Japanese crime syndicates. In order to get a better grasp on the Japanese crime world they needed help, unable to find a suitable candidate to turn against his own in The Bay Area they turned to looking in Japan.
They stumbled across Kumiko by accident while he was still in prison in Kyoto, though they were initially turned off by his troubled past they did further research and found him to be a rather perfect candidate. Doc had a troubling history, he had been arrested twice and showed a general dislike of government and authority. On top of that he showed a tendency towards violence, his stint with the organ-leggers proved to be particularly troubling, though his eventual betrayal of the gang showed enough moral fiber for CalFree to give him a chance.
The CalFree government bought his release from the Kyoto prison, afterall he was being held within a mercenary compound, in exchange Kumiko signed a contract pledging his service to The CalFree government for 6 years. The 6 years represented twice thee remaining time on his prison sentence, he would have his total freedom outside of his work life for CalFree and would be compensated for his work like a normal agent of the government. Doc gladly took the fresh start, not to mention freedom from 3 more years in prison, and agreed to the contract.
Doc proved to be exactly what The CalFree government needed to get the upper hand on the remaining criminal organizations in The Bay Area. Doc had knowledge of how the organizations worked, not to mention the street-cred and know how to get into them. Kumiko worked as a double agent for two years within the crime world of The San Francisco Bay Area, feeding The CalFree government loads of information on the upper levels of the crime world. Once enough evidence had been gathered the government leaked the necessary information to Lone Star who quickly moved on the intel and made significant arrests in the Bay Area. In the process of the arrests, Doc was captured by Lone Star along with the other criminals and in order to maintain his cover his arrest had to be processed normally.
Eventually CalFree proved his innocence and got him released from Lone Star custody, though other criminals within the prison were led to believe he was simply transfered to another facility. When Doc was transfered to another prison, with lower security priorities it is thought that he escaped from the facility and is still on the run. While Doc's cover was not totally blown within the Bay Area CalFree felt that further undercover operations were an unnecessary risk and likely to cause more trouble than solve. With four years left on his contract the CalFree government was left with finding a new place for the experienced field agent. After several months of mixed field and office duty, which left Doc bored and restless, they eventually found the perfect appointment for him...
Personality
Despite Doc's rough upbringing and youthful hatred for the corporations, as well as a lot of other people, he demeanor is relatively calm and relaxed. More often than not he is content to laugh off a number of minor things that often rub people the wrong way, he is generally pretty agreeable and pretty easy to get along with though has a tendency to build and suppress resentment for figures of authority. This is not to say the hatred from his youth has vanished, quite the contrary. Doc has spent a lot of time thinking, thanks to several jail sentences, and chose to refine his view of the world. Doc sees the world in a black and white perspective, judging people on just how much good or bad they do in the world. Doc has a very strictly defined view of evil, once that line has been crossed he is rarely willing to look past it.
Doc is very loyal and functions on many traditional Japanese views, valuing family and honor very highly. Because of this he still takes care of his mother, though he certainly doesn't live in the same residence, deciding his lifestyle would better be kept separate for her protection. Doc practices a number of common gang and Yakuza-like hobbies including drugs and street racing which has earned him a level of suspicion in his new found government employed life. Partially as a result of this as well as several other factors he choses to live on his own outside of the city. He enjoys the seclusion offered to him this way, not to mention relief from the pollutants, while he maintains a residence within the city for appearance and in case he ever needs to be on call.

- Yukishiro Megumi (Human Female, 29) (Yakuza Bartender: Loyalty 4, Connection 3)
- Megumi is the most popular bartender at one of the largest Yakuza bars and hangouts in The Bay Area, the place is known for its street racing crew as well as fairly open Yakuza business. Kumiko was a regular at the establishment during his time undercover, and still occasionally hangs out there, though he keeps his appearances to a minimum to avoid any suspicion. Megumi is under the impression that he escaped from prison, but doesn't wish to rejoin the Yakuza and keeps his reappearance quiet. Megumi and Kumiko remain friends, though Doc keeps her from learning the nature of his release from prison. Megumi keeps Doc in touch with the local Yakuza and provides him with information when he needs it, obviously Doc does what he can to keep any government authority away from her and the bar.
- Artemi Tarasova (Human Male, 55) (Street Doc: Loyalty 5, Connection 3)
- Artemi befriended Kumiko shortly after his arrival in San Francisco when Kumiko was looking for a more permanent solution to his pollutant allergy, finding that San Francisco caused his patented coughing fits to worsen. Artemi and Kumiko met through the matrix originally, but eventually met face to face to discuss implanting an air tank into Kumiko's lungs. A coworker of Artemi actually performed the surgery for Doc, with Artemi overseeing and involved with the process. Afterwards the two remained friends, though Doc keeps Artemi at a safe distance to prevent his involvement in Doc's Yakuza and government business.
- Gildor (Elven Male, 38) (Fixer: Loyalty 2, Connection 3)
- Gildor is an elven fixer that operates in the Oakland area and is well connected, especially among metahuman circles. He possesses the trait "Human-Looking" which generally serves him well when needing to reach outside of his normal comfort zone to make a connection. However, this is rarely the case as Gildor is very well connected through the Oakland and Berkeley areas, places where the black-market is almost the only market available. Gildor is especially useful to Doc as he was always outside of the radar of both the Yakuza and the government and corporations which preferred to stay out of less favorable places and avoid metahumans at almost any cost. Gildor specializes in finding anything that you could possibly need, no matter how exotic it might be. However, this specialization comes with the cost that Gildor rarely moves large items and certainly not large quantities of items. Gildor frequents the goblin-techno raves and cyberpunk clubs in the Oakland area, but can be very difficult to find when he doesn't wish to be.
- Brandon Knox (Human Male, 46) (Beat Cop/Drug Dealer: Loyalty 2, Connection 2)
- Brandon Knox is an employee of Lone Star who patrols the dock areas of San Fransisco Bay Area, he's well connected to the various people and organizations of the area. Perhaps more notably is how infamous he is for being a crooked cop. Doc has taken advantage of this in the past, but Doc prefers to limit his dealings with the low-life law maker to business. He almost found out the hard way that he'll sell out anyone for the right price. Doc still maintains a business relationship with Brandon who deals Doc Long Haul for a fair price, this minor connection still keeps the wealth of information available if need be, though Doc is reluctant to use it.
- Hachiro Makoto (Human Male) (Yakuza Member: Loyalty 2, Connection 2)
- Hachiro Makoto is a long time member of the Yakuza who just recently was released from prison after serving his 10 year prison sentence on Alcatraz Island. During the last year of his stay he shared a cell with Doc for a brief period of time following Doc's arrest in San Francisco. The two were not particularly close during their stay, but had no hostilities as well. Doc left to be transfered after approximately a month on Alcatraz, rumor would later spread that Doc had escaped prison altogether. When Makoto was released he was suspicious of Doc and made some inquiries in the city and among other Yakuza members, something didn't feel right. F.A.T.E caught wind he was sniffing around and the team headed out to make sure Doc's secrets remained safe, after some negotiation the two came to an accord and have a respectful business relationship. Doc secured a fake SIN for Makoto so that his parole officer would stay off his back while he went back to work with the Yakuza, in exchange Makoto's lips are sealed about any suspicions or evidence in relation to Doc and his escape.
- Sebastian Abrams (Human Male, 34)
- Sebastian Abrams works for a division of the California Free State government that is responsible for assigning and tracking criminal SINers within their boundaries. He was assigned to Kumiko's case when he was arrested in San Fransisco for his involvement with the Yakuza, unlike most members he was already a criminal SINer in the JIS and as a result was difficult to make disappear. Some amount of contact was required to contact the JIS and furthermore, after his release Sebastian works as Kumiko's parole officer. FATE did not have the backing to get this requirement removed without blowing Doc's cover, so Doc is left to fulfill this parole requirement without exposing the nature of his employment. Sebastian is an aspiring lawyer who has started to gather that Doc isn't exactly what he seems, and Doc has gathered some respect for his parole officer.
