One of the most powerful Northerners in Frostgate, Tohogo heads the mining committee in Covenant, the body that oversees all registered companies and keeps tabs on what sort of materials are given up by the mountain's womb. He has considerable say on the taxation rates of these items in the Malandra markets, as he is also the only person responsible for being aware of the surplus. Because of this, he has been able to keep the mining business in Covenant relatively free of Kitono's economic facism, and he regrets that he cannot do so for what other few industries Covenant possesses. He strives for more influence within the government, hoping to someday to lead the people of Covenant in a rebellion against the Satrap's tyranny, though he has no means of opposing his vastly superior military might. Though his position pays him well, he lives above The Weathering in the Malandra district, where he always has.
