The North, with Covenant marked.

Overworld is the story of four Celestial Exalts and their rise to power in the North. The story begins in the Realm satrapy of Frostgate, a small region in the central North, several hundred miles west of Gethamane. A loose alliance between two Solars and two Sun King Seneschal Lunars may prove to put an end to the local governor's iron grip on the people of Covenant.

  • Covenant - The capital of Frostgate; the local satrap makes his seat here, and rules the city with an iron first.

  • Ferem Haraku - A Dragon-Blooded Cheraki mercenary, the captain of the guard Dawendae has hired to keep peace in the city.
  • Ragara Dawendae - Imperial satrap of Frostgate; while once an influential man in house and Realm affairs, a loss in an unfortunate political conflict led to his appointment in Frostgate, far from the business of the Imperial City.
  • Ragara Kitono - One of the most influential people in the Frostgate government as Frostgate's head of the Treasury.
  • Tepet Keranga - The Immaculate Abbot of Frostgate, resides in a shrine near Covenant.
  • Talonlord Tepet Seljuk - The leader of the small Imperial force that still controls Frostgate, his forces are spread thin protecting the borders of the territory and he is rarely seen in Covenant.

Others

  • Kaliph - Something of a local legend, Kaliph is a rarely seen man with some significant connection to organized criminal affairs in the North; allegedly, his safehouse is in Convenant.
  • Melnoch Tohogo - One of the most powerful locals as the leader of the Mining Advisory.
  • Nunaho Klecht - A professional thug and head tax collector in Covenant.
