Kaliph

Kaliph has not been encountered yet, and his namesake within the city pegs him as anything from an All-Seeing Eye agent to an Anathema. There is evidence to suggest that he is a major figure in some organized criminal network (perhaps in Gethamane), and that he makes his hideout or safehouse in Covenant. He is rarely seen or encountered, though he always possesses a disturbingly in-depth knowledge of the city's goings-on at any given time.
