Districts

Telban

  • Foreign/Guild/ markets, more exotic goods, farmers' stands
  • Important Locations
    • The Yeddim's Back - Tavern with heavy Guild patronage
    • Stonebloom Square - Central market, all of Telban radiates rectangularly from here


Scytheholde

  • Split between residential and local (non-satrapy) government buildings
  • Most major buildings have running water
  • Important Locations
    • City Hall
    • Library
    • Covenant Bank
    • Red Tape Saloon - Bar popular with dissidents


Vorpal

  • Largest percentage of residential buildings, most are one-story, 2-3 cabin-like homes
  • Houses become two storied and larger towards the diamond district
  • Large, squat structures house poorer families near the border of Telban (Crime is high here, many places to hide and steal)
  • Important Locations
    • The Maiden's Suspire - Most popular tavern in Vorpal, one of the most popular in all of Covenant
    • Garrison for the mercenary guard - Coordinates troop functions in Vorpal, Scytheholde, and Telban
    • Air-Dragon Monastery - Very near Tempest, located south of residential blocks.


Diamond District

  • Satrapy government housed here
  • Most Dragon-Blooded residents live here
  • No public lodging
  • Important Locations
    • Satrap's Palace
    • Satrapy Bank
    • Private food stores


Pyramid Square

  • Military housing
  • Need approval from property bureau to live here
  • Important Locations
    • Sindak's Shop - Only true weaponsmith in covenant
    • The Aegis - Popular military tavern
    • Mercenary HQ, also coordinates activity for Diamond and Tempest


Tempest Plaza

  • Social district - Artisans and mining entrepreneurs live here, upper middle class
  • Only place to buy luxury goods such as art and finer wine (there isn't much)
  • Important Locations
    • The Chrysalis - Dining hall owned by Ragara Kitono, official celebrations are often here
    • Abbot's Villa - Tepet Keranga has a modest home here; free passage via iceboat to air shrine during the day


Malandra

  • Largest district, largest market - Primarily sells mining and material goods; there is a Guild shop here that sells firedust
  • Important Locations
    • The Boardwalk - Colloquial name for shops the border the lake; these are often the shops of interest (i.e. not places that just sell mining goods)
    • The Weathering - Jointly owned blacksmith shop; the smiths make mining tools and refine ore
    • O' Banon's Hammer - An enormous, three story tavern infamous for its drunken brawls and being a hub of the mining industry in Frostgate
    • Feathertown - Mining departure station; little here save storage and mining equipment, the city walls do not formally extend around it, but there is a closed gate into Malandra to prevent free entrance


Other Notes

  • Every district is patrolled by 10-15 guards, markets have an additional 10 posted permanently. At night, the number of patrol guards drops to 5-10, but the market guards do not drop in number. 2/3 of the troops change shifts an hour before sundown, the other third an hour after.
  • Every district has either a garrison or a small station for the troops to coordinate, this is where the CO's of those units can be found.

Government

Departments

  • Satrap - Ragara Dawendae; head of government, word is not technically law, but this far away from the Deliberative, it is effectively so
    • Treasury - Headed by Ragara Kitono, Dawendae's mistress and partner-in-crime.
      • Tax Collections - Has its own small thug army to enforce Covenant's inane tax rate, headed by Nunaho Klecht, a former criminal who owes Kitono his freedom
      • Security - Headed by the local Talonlord; Legion troops guard the Satrapy bank - this is the one place in the city they can be found.
      • Mining Advisory Committee - Headed by a Northerner, Melnoch Tohogo
    • Four Advisors - Largely leave Dawendae to his own devices, with the exception of Gex Xalu, a mortal
    • Legion Affairs - Also run personally by the Satrap, coordinates Legion movement in the satrapy
    • Agricultural Board - Has authority to ration food, keeps tabs on surplus
    • Property Bureau - Watches who owns what.
  • Immaculate Abbot (Tepet Keranga) - Not a subordinate of Dawendae, concerned primarily with keeping the Air Dragon appeased, should the Empress return
    • Air-Dragon Shrine - The local monastery, in Vorpal, houses 50 or so monks, who are all loyal to the Abbot.
  • Local
    • City Council - Little power, but the only official way to reach Dawendae's ears. Each of the above districts has a representative, elected every even year. Gex Xalu is often sympathetic to them, and they have convinced him to oppose Dawendae in the past.
    • City Treasury - The city's private funds (coming largely from market taxes) are stored here, and used to make purchases at the will of the Council (with approval by Dawendae, though he is fairly lenient, as he already permits the city to keep very little of its own money)
