Yukawa Sato

Yukawa Sato is a known toxic mage and employee of Shiawase. He first appeared on F.A.T.E.'s radar when he attended President Ellison's New Year's Ball as Manami Coltrane's dance partner (Session 6: Ellison's New Year's Ball & Session 7: Happy New Year!). He is a trusted friend of Yasuji Shimada and helped cause chaos during the assassination attempt on Ellison. Unfortunately there was not enough evidence at the time of the incident to arrest him. He remains on California's Most Wanted list.

It's a safe bet that Yukawa Sato is somehow connected to Shiawase's Marketing Forecast and Information Department. He has not been seen since the incident at Ellison's chalet.
