Background

Not much is known about Ruol. Three years before the disappearance of the Empress, the Grass Spiders encountered him while conducting surveillance on a bet-rigging operation run by a Nexus gambling house owner. Since then, the groups have had numerous run-ins, most of them fairly neutral. On a few occasions, the situation has been tense - Ruol, unlike the Grass Spiders, appears to have a vested political agenda (though he does a good job of obfuscating just what this agenda is), and doesn't hesitate to thwart the Order's plans if they conflict with his interests. He appears to be well-connected and has been spotted moving in several exclusive social circles in the East. Thus far, all of his moves have been political - it is not known if he possesses any personal martial prowess or military resources.
