Personally, I think we should keep the servants inherent to the Resources background separate from Retainer, and keep Retainer as an exclusively Dragon-Blooded background.  This will most accurately portray the fact that in the Realm, even Dynasts who aren't wealthy beyond imagination (though most Realm Dynasts will probably have substantial Resources anyway) will often have a larger cadre of servants than someone with the same amount of money in the Threshold would, simply due to cultural standards on the Blessed Isle(I would expect similar of Lookshy officers -- it's mentioned that even taizei usually have a steward, a cook, and two bodyguards unaffiliated with their command.)

I haven't looked too closely at how this relates to Sidereal salary, though since Salary is correlated to resources dots, it should be fairly easy to relate that system to this one.  I do think we should be more flexible with Salary, as the amount of Resources to which this translates depends on how much Ambrosia and Quintessence the character is allowed to convert to jade, which may vary depending upon the attitude of the characters superiors and his demonstrated need.  I don't think there's any need to iron out the specific numbers behind the amount of Quintessence/Ambrosia in a Sidereal's salary.  If the character is spending within his resources range and it doesn't get ridiculous, we should be fine.  The book has neatly built in an opportunity for whoever is Storytelling to conveniently smite anyone who abuses the rule via the restrictions placed by the Bureaus upon how salary can spent.  Heaven takes care of this one for us.

There are a couple of things we need to clarify here. One of them is how, for Dragon-Bloods (particularly Dynasts) this background relates to other backgrounds, such as retainer. Does resources 3 entitle you to 1 servant + any earned from the retainer background, or are the two split for Dragon-Bloods? If split, does the resources 3 for such a character provide that extra cash that a servant would have cost, since the character already paid for retainer using other dots?

Retainer 3, Resources 3 -- Does the character have 9 or 10 servants?
