Overworld
Ragara Kitono is the head of the ministry of Treasury for the Frostgate satrapy. She too was "exiled" to the remote locale because of her transgressions against the Realm and the House, many of them as an accomplice to Dawendae. The two have been on-and-off lovers throughout the years. Though she has a cooler head than Dawendae, her schemes are often more directly ruthless - she has less to lose than he if the satrapy gets out of control. She employs Nunaho Klecht, a God-Blooded criminal she saved from execution, to head her small army of thugs, who she uses to extort tax money from the people of Covenant.
