November, 5 2073. San Francisco, California Free State.
The rain had fallen for nine consecutive days. Luckily only the first two had been acidic, wrought with pollution. Unfortunately, the coastal winds that diluted the rain brought in a wrathful early winter storm that had dumped rain on the entire region without pause. The city was essentially underwater, though not literally as the natives of Los Angeles were keen to point out. Activity in the cities was extremely low, the acidic rain had caused the CFS government to declare a state of emergency and the heavy storms and flooding had given the government no reason to lift it. The seas were dangerously rough and the water levels high enough that the flood plains and low lands had been underwater for some time, fortunately the flood control systems had done their job and the damage to the city was restricted to wastelands and areas of poverty.
It was two and a half months after Barry had received the backing necessary to reinstate salaries and funding for the still rogue organization F.A.T.E. and things had been mercurial at best. The surviving members were scattered in a variety of rotating safe houses across the area to keep authorities off their trail, but they were still burning more bridges than they were building. They had made no serious progress towards releasing JP Redman and the trial was quick approaching. Sensing that if this pattern continued they would soon all be joining him, or worse, Barry had decided to take a gamble. Barry got in contact with General Oda Nobunaga through Oni, figuring that the military was the only party with enough political and physical power to influence the situation that wasn't already entrenched on one side or the other. More likely than not it was their last legitimate hope.
