Background

Topias Rasimus was the youngest and least experienced member of the city council during the time of the revolution. He hails from the poorest areas of the Telban district, and it was perhaps these reasons why Severnaya chose Topias to be her top aide in governmental affairs.

Topias was the prodigal son of an impoverished farming family on the very edge of the Telban district. The oldest of 10 siblings, Topias was always given favorable treatment within the family. His family, recognizing his keen wit and charisma, worked hard to afford a decent education (by Covenant's standards) and give him and his family an opportunity to move up the social ladder.

He won the hearts and minds of this district by improving their methods of growing vegetable crops in harsh winter conditions, increasing crop output and generating additional wealth for the peasants. Though much of that additional wealth was claimed by the government in the way of taxes, the citizens benefited from having additional food for themselves (and there was always a little extra money to be made on the black market).

Severnaya needed an assistant with as few ties to the previous government as possible. She took a calculated risk by picking a junior member of the government to fill the position. There were several long-serving councilmembers who had a strong desire to gain more powerful in the new transitional government. Severnaya recognized Topias's strong acuity and hoped he could use it to keep things running smoothly in her absence. Also, by picking Topias, she gained additional favor among the working class. Anything to keep the workers content was beneficial during this time of reconstruction, where many men put in long hours and forgoing pay to bring the city back to working order.
