Overworld

Ragara Dawendae is the current Satrap of Frostgate; he also handles most of the major decision making in Covenant. He was forced out to the relatively obscure satrapy after embezzling funds from his own house and using them to organize the downfall of a superior. The House, not wanting to rid themselves of a man so experienced, hopes that Dawendae, despite his meglomania, will be able to turn a profit from these frozen lands.

Dawendae is fairly old, and has served as both a Deliberator and Dragonlord. Most of his accomplishments are in spite of his attitude, not a result of it; although Dawendae is crazed with power, he is an effective politician, and though his brute force tactics lack the finesse most economists prefer to see, he has a knack for moving money to the right places, should it become necessary. Somewhat blinded by his bitterness toward his assignment to Frostgate, he pockets most of the citizens' tax money, hoping to get whatever he can out of such a remote position. That said, he pays careful attention to how closely he rides the line of rebellion -- though his territory is in the middle of a frozen tundra, it is still territory, and that's much more than many own.

Though he not the most eager of those in his administration to find out, he is passively interested in what purpose the Empress had in mind when she claimed the area. He does not believe that, whatever it may be, this purpose exists any longer, so he doesn't invest too many resources looking into it.

He takes most of the words of his advisors with a grain of salt, but uses Gex Xalu as an indicator of how close he is to pushing his subjects over the edge -- with enough pressure from Gex, he will back down.

Like most members of House Ragara, he has many ties in the Guild, and frequently does business with them, inviting them to Covenant whenever they are willing to come.
